Does anyone know what song this is?

Hello all, i was wondering about the name and artist of a certain song i came across while downloading. it was mislabeled, but it's kinda cool so i'm curious as to who made it.

ok, it has a really steady beat, with sound samples of a man saying "OOORANGE!" and kids giggling, and a woman counting out loud. it's also got this Twin Peaks-esque, backwards-voices thing going on, too.

does this sound familiar to anyone? i've been wondering about this for awhile. it was mislabeled as Portishead, but.... it doesn't sound like anything Portishead would do ^_^
